          Dick Baumgardner, President of Tire Consultants, Inc., has over 40 years of experience as a tire engineer who has developed hundreds of new tire, retread, and repair designs, constructions, building methods, instructions, and production equipment.  During those years he has been continuously involved with failure analysis on all types of tires, and has been involved in the investigation of tire and wheel related accidents. 

 

          Mr. Baumgardner has authored over 200 articles for trade magazines.  He has been a paid speaker at the Clemson University Tire Industry Conference on three occasions in which he described safety and technical deficiencies found in the field for tire engineers and technical management representing most U.S. and foreign tire companies.  He has presented technical papers to the Society of Automotive Engineers, the Akron Rubber Group, and several others.  He has been quoted in the Wall Street Journal, Tire Review Magazine, Tire Business, Rubber and Plastics News, Cleveland Plain Dealer, Akron Beacon Journal, and others.  He appeared on NBC TV "Inside Edition" regarding "Exploding Tires" in November of 1991 and reruns in 1992.  In April 1996 he taught about tires and related accident reconstruction at the University of Northern Florida, Institute of Police Technology and Management.

 

          He was hired by the Firestone Tire and Rubber Co. in 1955 due to his degree in Industrial Design.  He was trained in the unique technology of tire engineering in the formal college training classes of the firm. Tire engineering is only taught by tire manufacturers.  He had numerous engineering assignments including Manager of Mileage Tire Engineering Department, Manager of Truck Tire Engineering Department, and Manager of Retread and Repair Engineering Department. 

 

          He left Firestone in 1982 to accept multiple positions with Tire Consultants, Inc., Retreading Consultant Services, Inc. and the American Retreaders Association.  He was also retained to write monthly technical articles for Tire Review Magazine from 1983 thru 1988.

 

          Mr. Baumgardner, also, has a Bachelor of Science Degree in Education.  This university training, and the professional experience of teaching people at all levels of tire production, stores, and fleet operations through specifications, manuals, wall charts, and magazine articles confirm his ability as an expert in communications in the tire and wheel industry.  He was one of a limited group who contributed suggestions to the redesign of the OSHA Multipiece Rim Wall Chart in 1991. Six of his recommendations were adopted as basic changes for the current charts. 

 

          He has investigated well over 1000 tire and wheel related accidents in his career, and is one of the more experienced specialist in the field of accident reconstruction relating to tire and wheel failures, their effect on the vehicle, driver reactions, traction, and skid marks.  He does not testify as a general accident reconstructionist.  His son, and associate, Keith Baumgardner, is qualified in that area.

 

          Tire Consultants investigates about 75 tire and wheel related accidents per year for insurance companies, individuals, attorneys, fleet operators, tire dealers, vehicle dealers, retreaders, airlines, government agencies, rubber manufacturers, and others. 

 

          Mr. Baumgardner is a uniquely qualified expert in the field of tire and wheel related accidents.  His tire engineering background and his experience in accident investigations over many years has enabled accurate analysis and comprehensive testimony based upon the evidence presented.
